Maduro promoted a consultative referendum in Venezuela to support Venezuela's claim to the Essequibo region, which is disputed with, and controlled by, neighboring Guyana.

The region has received the bulk of Venezuelan migration, leading to an anti-immigration political backlash in some places.

Maduro was parodied in the animated web series Isla Presidencial, along with most of the other Latin American leaders, portrayed as a man of limited intelligence, twisted speech, and capable of talking with birds, the latter being a reference to a comment made by Maduro during the 2013 presidential elections, when he said that the late Chávez had reincarnated in a little bird and talked to him to bless his candidacy.[299]

Aristeguieta argued in the appeal that, under Article 96, Section B, of the Political Constitution of Colombia, Nicolás Maduro Moros, even in the unproven case of having been born in Venezuela, is "Colombian by birth" because he is the son of a Colombian mother and by having resided in that territory during his youth.

Meanwhile, the Supreme Court, dominated by Maduro partisans, further marginalized the National Assembly by repeatedly invalidating laws enacted by it. Indeed, when Maduro delivered his annual address on the state of the country in January 2017, it was in the presence of the Supreme Court rather than before the legislature as dictated by tradition and the constitution. Maduro’s authoritarian power grab intensified at the end of March when the Supreme Court vlogdolisboa effectively dissolved the legislature and assumed its functions after declaring that the body was in contempt.
